    Имею активный опыт работы в Excel/Access/Word с VBA макросами более 4ех лет. В частности сталкивался с задачами по сбору статистики в многопользовательской системе.
    Для вас подошел бы вариант использования Access или Excel, как пользовательской части ( т.к. привычек и ясен ) , а хранение всей информации по видам проектов/наименований/типов заданий и всех данных в БД Access.
    Как понимаю, в наличии есть общее локальное пространство, куда можно будет разместить базу и к которой пользовательские Excel файлы смогут обращаться.
    Если общего локального пространства нет, можно настроить, что бы после пересылки вам всех excel файлов, некий сводный файл автоматически из них доставал информацию.
