Час та вартість реалізації залежать від шаблону Google таблиць.
Можу вам запропонувати реалізувати у вигляді доповнення.
Тобто в Google таблиці буде кнопка "експорт", при кліку по якій будуть експортуватись дані в Google документ, звідки можна буди зберегти його як pdf файл.
Або можна додати ще одну кнопку яка буде зберігати документ в pdf файл.
Все це буде реалізовано за допомогою google скриптів і можна буде просто працювати у вашій таблиці без стороннього софту.
